EMS Element 6. Environmental Actions to Improve Performance

Purpose/Overview

  • To identify actions to achieve objectives and targets and to implement behavioral and administrative actions.
  • To program for and execute actions (projects) requiring external funding and/or expertise.

Definitions

  • Actions - Any initiative undertaken to meet a target. Within the EMS, there are two general types of actions: project and behavioral/administrative actions.
  • Projects - Actions that require external funding requested through CompTRAK or other Planning, Programming and Budgeting System mechanisms. Examples of projects include P2 investments, infrastructure investments, and externally-funded studies or plan development.
  • Behavioral/Administrative Action - Actions planed and implemented within MCAS Miramar CO's means, such as realigning existing roles and responsibilities, developing EMS procedures, and providing training.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 6, Actions to Improve Performance, of the MCAS Miramar EMS:

  • The installation identifies actions to achieve objectives and targets.
  • The installation implements identified behavioral and administrative actions.
  • The installation programs for and executes actions (projects) requiring external funding and/or expertise.

MCAS Miramar EMS Procedure/Process Description

1. Actions to Achieve Objectives and Targets

1.1 Identification of Actions - The environmental staff identifies the necessary actions to solve problems for environmental programs. Practice owners are responsible for identifying the necessary actions to achieve objectives and targets for control of their practices and aspects. For each established objective and target, the environmental staff develops behavioral/administrative actions and/or projects (Action Plans).

1.2 Validation of Actions - The EMS Coordinator validates the projects and actions for relevance to targets and ensures that responsible parties and schedules are satisfied.

1.3 Support for Action Implementation - The EMS Core Team approves and ensures the cross-functional support for actions planned and implemented to achieve MCAS Miramar objectives and targets and to solve problems. The Installation Commander supports the implementation of actions and ensures priority of projects needed to achieve EMS objectives and targets through funding reallocation considerations.

1.4 Execution of Actions - Both the practice owners and the environmental staff execute actions as assigned and document implementation, results, and follow-up evaluation.

2. Actions Requiring External Funding - For actions that require external funding for their implementation, the Environmental Management Department submits project requests to Headquarters, Marine Corps for selection and funding through CompTRAK. Practice owners can also submit requests through their normal Planning, Programming, and Budgeting System channels.
