EMS Element 7. Structure, Responsibilities, and Programs

Owner: EMS Coordinator
 Approver: EMS Core Team/EMS Management Review Team

Purpose/Overview

To ensure that MCAS Miramar documents and communicates EMS roles, responsibilities and authorities for:

  • the EMS Core Team
  • environmental program managers and staff
  • practice owners including tenants and on-site contractors

Definitions

  • Practice Owner- This is a broad term that encompasses persons, positions, commands, units, offices, or departments that are responsible for control of practices. These EMPs use the term "practice owner" where assignment of more specific responsibilities is left to the owning organizations. In some places more specific terms are used including:
  • Owning Command- The command aboard the installation that has ultimate responsibility for a practice.
  • Owning Commands Point of Contact (POC)- A position or individual designated by the owning command who defends his/her organizations interests in the EMS and coordinates between his units and personnel and other stakeholders in the EMS.
  • Owning Unit- The lowest organizational unit that operates a practice. Owning commands designate owning units.
  • Practice Owner- The position or individual within an owning unit who has front line supervisory responsibility for the units practices. Unit Environmental Coordinators/HazWaste Coordinators in many activities are also practice owners.
  • Practice Operator- Individual who operates a practice.
  • Executing Agent- In some cases, responsibilities for ownership, supervision and operation of practices do not fall within a single chain of command, for instance when operations are contracted. It is the responsibility of the owning command to ensure that supervisory and operational procedures for practice control are assigned to its executing agent and enforced.
  • EMS Core Team- The EMS Core Team will provide installation-wide oversight and support to the EMS implementation effort.  Currently, the EMS Core Team consists of members of Environmental Management Department including division directors and the Assistant Environmental Management Officer. EMS Core Team members may designate deputies within their units to work with the EMS Coordinator and Environmental Management Department staff to gather, organize, and disseminate information; develop procedures; and advise, coordinate, facilitate, and monitor EMS implementation.
  • EMS Management Review Team- provides an oversight of the EMS Core Team, EMS development and EMS implementation.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 7, Structure, Responsibilities and Programs, of the MCAS Miramar EMS:

  • The installation documents, and communicates EMS roles, responsibilities, and authorities for:
    • The EMS Team,
    • Environmental program managers and staff, and
    • Practice owners including tenants and on-site contractors
  • The installation reviews and modifies media programs to ensure that they contribute to achieving the installations Policy, Objectives and Targets.

MCAS Miramar EMS Procedure/Process Description

1. The EMD Program Managers review and modify media programs to ensure that they contribute to achieving the installation's Policy, Objectives and Targets. The Organization Chart depicts the EMS Program Manager's reporting relationship relative to other functions within the base.

2. EMS roles and required competencies/qualifications are documented in the EMS Roles and Qualifications.

3. The EMS Core Team is responsible for communicating relevant environmental roles, responsibilities, authorities and competencies/qualifications to practice owners and base personnel.  Practice owners are responsible for communicating relevant roles, responsibilities, authorities and competencies/qualifications to personnel under their management.

4. The Human Resources Function is responsible for integrating personal EMS performance into organizational reward, discipline and appraisal systems in accordance with MCAS Miramar policies on such matters.

5.  The Installation Commander designated the Environmental Impact Review Board (EIRB) as the EMS Management Review Team (EIRB Designation Letter).  The Chairman of the Board (EMO-S-7) provides guidance for the EIRB to review and modify the EMS web to ensure quality.  Acting members include:

·         Executive Officer (XO)

·         Counsel

·         Operations Officer S-3

·         I & L Officer S-4

·         EMO S-7

·         CP&L Officer
