EMS Element 9. Training

Purpose/Overview

To describe how MCAS Miramar identifies training and awareness needs, provides and documents relevant training to personnel and ensures personnel are aware of and competent to perform their assigned duties.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 9, Training, of the MCAS Miramar EMS:

  • The installation identifies, provides, and documents training and instruction needed to:
    • Comply with regulations,
    • ensure that appropriate personnel understand their responsibilities for implementing the EMS, and
    • ensure practice owners understand procedures for controlling their practices

MCAS Miramar EMS Procedure/Process Description

1. Overview of Training Program

1.1 MCAS Miramar established and maintains a training program designed to make relevant employees aware of the following:

  • The importance of conforming with the EMS Policy
  • The significant environmental aspects of their work activities and the benefit of improved personal performance
  • Their responsibilities for implementing the EMS
  • Their roles and responsibilities for emergency preparedness and response
  • The operational controls that are in-place to ensure the proper management of environmental aspects associated with their duties and the potential consequences of not following specified controls.

2. Identifying and Communicating Training Needs - Training needs and requirements are identified for each affected job/function and documented in the Training Topics Summary.  The topics in the summary address the requirements of Comprehensive Environmental Training and Education Program (CETEP) in MCO P5090.2A.

2.1 The EMD Director notifies the Human Resources Director and affected Area/Department Managers of new and emerging environmental regulatory training requirements that require modification of the training program and ensures that practice owners understand the procedures for controlling their practices. Area/Department Managers notify the Human Resources Director of which job functions, if any, will be impacted by the new training requirements.

2.2 Area/Department Managers, the Environmental Coordinator, the Organization Manager, etc. notify the Human Resources Director whenever there is a process and/or material change that may result in a new or different environmental impact that requires a revision to the content of the training program.

3. Providing Training - EHS training is provided at the frequency needed to ensure compliance with regulatory requirements and to maintain sufficient awareness within the organization. The training includes EMS awareness.  It is held several times per year at a 24 hour and 8 hour schedules. Training is provided on-the-job as well as in classroom settings so as to ensure that appropriate personnel understand their responsibilities for implementing and maintaining the EMS. Training is provided primarily by internal resources; however, external resources may be used when specialized skills and knowledge are warranted.  Training records are maintained with signatures of EMS training participants available upon request. To comply with the HQMC EMS Conformance Guide for training, many MCAS Miramar Personnel were provided with the required trainingEnvironmental Management Department staff, EMS Core Team members, Hazardous Waste Coordinators and many practice owners were  trained through the  HQMC EMS Training Presentation developed by the HQMC. MCAS Miramar Department Managers also received  EMS training  (EMS Management Review Team Designation/Dept. Managers EMS Training) through the same training program developed by the HQMC. MCAS Miramar Department Managers, EMD Staff, practice owners and installation personnel who received the EMS training submitted their certificates to the EMS Core Team. Certificate CO EMS Certificate of EMS trained  personnel are available upon request. If training is need by Miramar personnel, various environmental web-based trainings can be utilized on the Learning Management System (LMS). The LMS documents training, provides a printable certificate once each training is completed, and retains a history of personnel that have completed training.

Training Records

In addition, MCI West installations have developed environmental SOPs and computer based trainings (CBTs) last  30 November 2007. The CBTs support the SOPs to meet the training requirements for EMS. The SOPs and CBTs have been loaded on to the MCAS Miramar EMS website.
