The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance
requirements for each element of the Marine Corps EMS. The following EMS
conformance criteria are applicable to Element 11, Emergency Preparedness
and Response, of the MCAS Miramar EMS:

MCAS Miramar has divided Emergency Preparedness and Response. Emergency Preparedness is documented in the MCAS Miramar Spill Prevention Control and Countermeasures (SPCC) Plan while Emergency Response Procedures are documented in the MCAS Miramar Oil and Hazardous Substance Spill Contingency Plan (SCP). Emergency Preparedness The SPCC Plan (SPCC Plan Table of Contents) provides comprehensive procedures for identifying potential spill sites, estimating spill scenarios, and planning for future events. The plan describes specific roles, responsibilities and procedures for the prevention of accidents and emergency situations. A Site Specific O&HS SPCC Plans was developed for each potential spill identified in the SPCC Plan. Emergency Response 1. To provide Spill Response Procedures MCAS Miramar maintains an SCP. The SCP includes procedures per federal, state, local, and Marine Corps regulations concerning spills of oil, hazardous material (HM) and hazardous waste (HW). The procedures are for discovery, identification, and notification of a spill; immediate action and on‑scene coordination; containment and control; clean‑up and decontamination; disposal; and spill reporting documentation and cost recovery. 2. The emergency procedures are periodically reviewed and tested. In addition, the SCP is reviewed and/or revised following the initiation of a new practice relevant to the facility and after an occurrence of an accident or emergency. 3. Procedures to be followed in the event of an accident or emergency are communicated to building managers and practice owners in scope and detail appropriate to their responsibilities. 4. Distribution and control of the Response Plans are performed in accordance with DOCUMENT AND RECORD CONTROL. However, due to the nature of emergency events and the need to have immediate access to relevant information during an emergency, the Response Plans are distributed in hard copy format to relevant members of the Facility Teams. The EMD is responsible for the review, revision and distribution of the Facility Response Plans. |
