EMS Element 13. Environmental SOPs

Purpose/Overview

To establish instructions for operational control, internal communication, emergency preparedness and response, inspection and corrective action, and training and awareness applicable to MCAS Miramar's activities and practices.

To identify who is responsible for implementing each instruction and how often the instruction is to be carried out.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 13, Environmental SOPs, of the MCAS Miramar EMS:

  • The installation prepares and distributes to each practice owner an Environmental SOP for each practice under the practice owner's control.
  • Environmental SOPs include instructions for operational control, internal communication, emergency preparedness and response, inspection and corrective action, and training and awareness applicable to the practice.
  • Environmental SOPs identify who is responsible for implementing each instruction and how often the instruction is to be carried out.
  • Practice owners and operators maintain current Environmental SOPs in the workplace and ensure that they are addressed in employee training.

MCAS Miramar EMS Procedure/Process Description

1. Provide instructions for operational control, internal communication, emergency preparedness and response, inspection and corrective action, and training and awareness applicable to the practice. Operations and activities that could result in significant environmental practices or aspects are controlled to ensure that the base's EMS Policy is followed and that EMS objectives and targets are achieved. This procedure covers both internal activities (e.g., maintenance, management of waste materials, operation of equipment, etc.) and external base activities (e.g., management of contractors, purchase of chemicals from suppliers, etc.).

2. The EMS Core Team has adopted some of the SOP's developed by the HQMC for practices identified in HEAP PRISM.  MCI West hosted the development of practice SOPs applicable to the region. 

3. MCI West installations developed environmental SOP’s and computer based training (CBT) to support the SOP’s to meet the training requirement for EMS.  The SOP’s were completed November 2007. Some SOP's are loaded on the MCAS Miramar EMS website. MCAS Miramar EMD had the EMS roll out to the entire station on 01 October 2007 as specified in the EMS Roll Out Plan.
 

4. The EMS Core Team identified practices associated with all organizations, tenants, and command elements at MCAS Miramar to establish a general framework for the identification and evaluation of environmental aspects for each activity and practice.  The SOP's associated with the identified practices are posted in the following table:

5. Operating procedures are developed as needed based on the base's significant environmental aspects, EMS Policy, objectives and the training and qualifications of affected base personnel. The EMS Core Team and selected management personnel periodically review site operations and activities to identify which operations and activities require operational controls.

6. When it is determined that additional operational controls are needed, the EMS Core Team evaluates the most efficient means to establish these controls. These means may include modifying or enhancing existing base procedures or developing new procedures.

7. Operating procedures are developed, approved, reviewed, updated and distributed in accordance with the DOCUMENT CONTROL EMS element. At a minimum, operating procedures must address responsibilities and tasks applicable to various operating conditions (i.e., normal, abnormal and emergency conditions).

8. Unit Environmental Coordinators are responsible for developing necessary operating procedures specific to their particular unit (e.g., Wastewater Discharge Sampling). The EMD Director is responsible for developing operating procedures that will affect multiple units or the base as a whole (e.g., waste handling). Any party who initiates development or revision of an operating procedure is responsible for soliciting input from affected parties and routing a draft version of the procedure to the affected parties for review and comment.

9. EMD Program Managers ensure relevant Environmental SOPs are shared with contractors and suppliers that are affected by the procedures. The individual managing the contractor's activities and base procurement personnel share the responsibility for ensuring that relevant operating procedures are communicated to contractors and suppliers.

10. Unit Environmental Coordinators are responsible for providing training in relevant operating procedures to affected personnel, under their direction, in accordance with the TRAINING management system element.

11. Approved operating procedures are communicated internally in accordance with the COMMUNICATION management system element.
