EMS Element 15. Performance Measurement and Monitoring

Purpose/Overview

To establish MCAS Miramar's process for monitoring and measuring the performance of its Environmental Management System (EMS). Monitoring and measurement of the EMS is necessary to evaluate and improve the installation's performance. In addition, monitoring and measurement allows the installation to identify areas that require corrective action and to determine the root cause(s) of such problem areas.

Definitions

  • Self-audit - a systematic, documented, objective and comprehensive environmental compliance review of installation processes, facilities, and practices to be completed within a 12-month period. Installation personnel or their designees conduct the internal assessment per Marine Corps Order P5090.2A, Chapter 4.
  • Self-audit Plan - The installation's plan, coordinated with tenants, that describes how a comprehensive self-audit will be accomplished within the "fenceline" over the course of a year.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 15, Performance Measurement and Monitoring, of the MCAS Miramar EMS:
  • The installation implements a compliance self-audit plan.
  • The installation implements methods for tracking progress toward meeting objectives and targets.
  • The installation monitors practices that may have a significant impact on the environment and, where appropriate, the resources that may be impacted.

MCAS Miramar EMS Procedure/Process Description

1. Overview of the Performance Measurement and Monitoring Program

1.1 The following mechanisms have been implemented to assist MCAS Miramar in the monitoring and measuring of environmental performance on a continual basis:

  • Equipment Calibration and Maintenance Program - establish the installation's procedures for calibrating and maintaining monitoring equipment.  At a minimum, equipment used to monitor activities and services associated with the significant environmental aspects of the EMS is calibrated and maintained as recommended by the manufacturer
  • Periodic Compliance Audits - used to evaluate the installation's compliance with applicable laws, regulations and organization requirements
  • Periodic Inspections - used to cite operating conditions versus applicable legal and organization requirements

2. Status of Meeting Environmental Objectives and Targets

2.1 Environmental performance is determined by assessing:

  • Status in meeting environmental objectives and targets
  • Compliance with applicable environmental legislation, regulations, permits, and policy requirements and with other best management practices that practice owners have selected.
  • Sampling and analysis of wastes and effluents.
  • Monitoring the "health" of environmental resources potentially impacted by practices.

2.1 The installation's EMS Core Team is responsible for tracking progress and meeting the selected objectives and targets and the EMS Core Team is responsible for implementing the procedures addressed in Element 5, Objectives and Targets. The collection and analysis of the target tracking results and communication of the status of meeting objectives and targets are encompassed in this Monitoring and Measuring element. 

2.3 The EMS Core Team selects performance indicators to provide a clear picture of past performance and identify future performance trends.  Performance indicators are documented on the EMS Action Plans.

2.4 The EMS Core Team performs routine reviews of the organization's progress with respect to established performance indicators in accordance with the MANAGEMENT REVIEW management system element. Performance deficiencies identified during the monitoring and measurement process are handled in accordance with the NONCONFORMANCE AND CORRECTIVE/PREVENTIVE ACTION management system element.

2.5 Performance indicators are also periodically evaluated by the EMS Core Team to determine their effectiveness in measuring and monitoring the organization's performance. When necessary, modification to the performance indicators must be approved by the EMS Core Team.

3. Calibration and Maintenance of Monitoring Equipment

3.1 Where monitoring equipment is used to measure environmental performance, equipment calibration and maintenance is performed in accordance with the manufacturer's recommended procedures and schedule as part of the installation's Preventive Maintenance Program. Operating procedures are developed as needed for the calibration and maintenance of specific monitoring equipment in accordance with the OPERATIONAL CONTROL EMS element.

4. Evaluating Compliance

4.1 The organization uses a variety of means to evaluate compliance with applicable laws and regulations. These means include, but are not limited to:

  • comparison of monitoring data generated in response to permit or other regulatory requirements to established discharge/emission limitations
  • periodic inspections of operating conditions conducted by installation personnel
  • periodic ECE regulatory compliance audits and other external audits

4.2 The EMS Coordinator is responsible for reviewing and evaluating monitoring data and scheduling and coordinating compliance audits.

4.3 The results of compliance evaluation activities are reviewed as part of the MANAGEMENT REVIEW process. Actual and/or potential noncompliance items are managed in accordance with the NONCONFORMANCE AND CORRECTIVE/PREVENTIVE ACTION EMS element.
