EMS Element 18. Management Review

Purpose/Overview

To document the process for the EMS Core Team's formal review of the Environmental Management System   (EMS). The management review process is designed to ensure the EMS is suitable to the current mission and is effective in achieving the installation's policy, objectives, and targets.

Definitions

  • Management Review - Periodic review of the management system by senior leadership (EMS Core Team)followed up by actions, including changes to the EMS as indicated by the review.

USMC EMS Conformance Criteria

The USMC EMS Conformance Guide, dated Dec 2004, establishes conformance requirements for each element of the Marine Corps EMS. The following EMS conformance criteria are applicable to Element 18, Management Review, of the MCAS Miramar EMS:
  • The Installation Commander designates and authorizes an EMS Team to analyze EMS implementation efforts and the results of EMS reviews
  • The EMS Team takes actions that ensure the EMS is suitable to the current mission and is effective in achieving the installation's policy, objectives and targets
  • The EMS Team implements improvements to the EMS program, including, but not limited to revising the installation's EMS policy; changing procedures, projects or actions to ensure current objectives and targets are met; establishing new objectives and/or targets, or clarifying/assigning roles and responsibilities

MCAS Miramar EMS Procedure/Process Description

The Installation Commander as well as the Chief of Staff designated the Environmental Impact Review Board (EIRB) as the EMS Management Review Team (Designation Letter).

The Management Review Team provides oversight to the EMS Core Team to ensure that MCAS Miramar's  EMS program conforms with the HQMC Conformance Guide.  The Environmental Management Officer, S-7 is the Chairman of the EIRB and the Management Review Team.   EMS Management Review Team members include:

  • Executive Officer (XO)

  • Counsel

  • Operations Officer S-3

  • I & L Officer S-4

  • EMO S-7

  • CP&L Officer
