Program Overview

The California Health and Safety Code, Chapter 6.95 establishes minimum statewide, to include Federal facilities, standards for Hazardous Materials Business Plans (HMBP).  The HMBP contains basic information on the location, type, quantity, and health risks of hazardous materials stored, used, or disposed of.  Each MCAS Miramar unit is required to have a HMBP if hazardous materials or extremely hazardous materials are used, handled, or stored in quantities greater than or equal to the following:

  • 500 pounds of a solid substance.
  • 55 gallons of a liquid.
  • 200 cubic feet of a compressed gas.
  • A hazardous compressed gas in any amount.
  • Hazardous Waste in any quantity.

The Waste Management Division liaises with the County of San Diego Department of Environmental Health's Hazardous Material Division for HMBP initial submission and required updates and the initial application, annual renewal, and fee payment of the Unified Program Agency permit associated with the HMBP. Waste Management is MCAS Miramar focal point for all hazardous waste program related matters.
